Circling roots indicate that a nursery tree has outgrown its container and may have difficulty developing a normal root system. Do not assume planting it deeper will correct the problem. Have the nursery assess whether the root structure is acceptable or whether another tree is a better choice. Correcting a severely restricted root ball is a more consequential operation than gently freeing a few loose surface roots.
