These describe different levels of the canopy. The first concerns how many shoot tips produce flower clusters; the second concerns flower composition within those clusters. A tree can have extensive panicle coverage without the same reproductive composition as another equally floriferous tree. Specify which measure is being discussed before comparing reports, so canopy flowering intensity is not mistaken for a direct count of potentially receptive flowers.
