Dead flower tissue will not become productive again after spraying. The useful question is whether healthy, susceptible growth remains and whether a labeled treatment could protect it under the current conditions. Mark several panicles so you can distinguish old damage from new disease after any intervention. Evaluating only the original dead flowers can make an effective preventive treatment appear ineffective, or encourage unnecessary repeat applications.
