Those shoots arise from the rootstock rather than the named scion. Locate the graft carefully and check whether any buds above it remain viable before deciding the original top is lost. A rootstock shoot may be useful for regrafting if the plant is otherwise sound, but its fruiting identity is different. Discuss the tree's condition and your space constraints with a nursery before keeping every replacement shoot.
