Seeds need access to moisture, while an airless, saturated environment creates a poor setting for healthy establishment. Use a medium and container that allow excess water to leave, then check conditions around the seed rather than watering solely by the calendar. Nursery failures are easier to diagnose when irrigation events and drainage problems are recorded. A wet surface is not a reliable description of conditions throughout the container.
