The stem and its leaves develop together but do not necessarily complete growth simultaneously. Record their stages separately when deciding whether a flush has matured or comparing treatment responses. A shoot that has stopped lengthening may still carry expanding foliage. Following both components gives a clearer developmental record than assigning maturity from shoot length alone.
