Count actual open flowers, not the presence of a recently planted tree or newly grafted branch. Establishment and suitable shoot development may precede its contribution to bloom. Keep the new plant on the orchard plan but mark its pollen supply as unconfirmed until observed. This avoids planning the current season around a resource that exists as living plant material but is not yet reproductively available.
